  • AOR Green CANNOT submit a large innovation project (USD 5M) directly — only accredited NIEs, RIEs, or MIEs may submit.
  • For the AFCIA small-grant route, an accredited MIE partner (e.g. UNEP, UNDP) must sponsor and manage the application.
  • Adaptation-innovation framing must be explicit: novelty, vulnerability context, and scaling logic are required — the Skhira pilot alone is not sufficient.
